Construction of the building of Museo Nacional del Ecuador

represents an unprecedented milestone in the country's cultural policy and in the management of national cultural heritage.

The National Government of Ecuador, through the Ministry of Education, Sports and Culture, with the technical advice of the College of Architects of Ecuador (CAE-P), invites you to participate in the Call for proposals for the Architectural Preliminary Design of the new building of Museo Nacional del Ecuador. 

This museum houses the most extensive and diverse collection in the country, with more than 1.2 million cultural and heritage assets that span 12.000 years of history and narrate the processes, identities and memories that have shaped Ecuador. 

The goal is to consolidate Museo Nacional del Ecuador as a cultural platform of national and regional scope as a benchmark for Quito, the first UNESCO World Heritage city, through the construction of a new building with a minimum area of ​​25000 m2 that marks a milestone in the country's cultural policy and strengthens the research, conservation and dissemination of heritage as a legacy for future generations.

Located in the La Pradera Urban Development Unit, the museum will be integrated into a strategic urban hub with high connectivity and visitor traffic, consolidating itself as a cultural landmark for Ecuador.

The preliminary design must propose a modern infrastructure that integrates permanent and temporary exhibition halls, conservation areas and reserves, research facilities, educational spaces, a library, a film archive, auditoriums, public areas, and complementary services, all articulated with a landscape and urban plan that responds to the site's location facing La Carolina Park. This plan will include a pedestrian boulevard that will cross the site to improve mobility in the area and strengthen the connection with the surrounding public space. 

Call for architectural preliminary design proposals

The National Government of Ecuador, through the Ministry of Education, Sports and Culture and with the technical advice of the College of Architects of Ecuador (CAE-P), invites participation in the development of the preliminary architectural design of the new building of the Museo Nacional del Ecuador, an institution that safeguards more than 1,2 million cultural and heritage assets that tell 12.000 years of history and make up the most important collection in the country. 

The goal is to consolidate the National Museum as a cultural platform of national scope and a tourist reference for Quito, the first UNESCO World Heritage city, through a new building that integrates exhibition halls, conservation and research areas, educational spaces, public areas and a landscape plan that strengthens its link with the urban environment.

The call is aimed at architects, architects with multidisciplinary teams who can demonstrate, through previous projects, the ability to tackle a project of such scale and complexity, demonstrating competence in architectural conceptualization, urban integration and programmatic resolution of cultural facilities.

Modality: Open call, national and international.

The call for applications will take place in two stages:

  • Stage 1Open call for the submission of credentials and portfolios.
  • Step 2: Architectural Design Proposals, in which only the teams selected in the previous stage will participate, provided they possess the professional, technical, and experience necessary to develop a project of this scale. Applications must be submitted by email to:

Stage 1 does not include monetary prizes, because it is the starting point to identify the teams with the vision, track record and solidity necessary to advance to the next stage.

In Stage 2, there will be a single winner who will receive USD 450.000 for the delivery of the preliminary project. 

The second place winners and honorable mentions will not receive a cash prize, but their proposals will be part of the public exhibition of the competition, giving them visibility and recognition within the process..

For Stage 1 of the call for proposals, the following may participate:

  • Natural or legal persons, national or foreign. 
  • Multidisciplinary teams, comprised of professionals from different areas related to architectural, museographic, urban and engineering design, must have a Project Director (team representative).
  • The team must demonstrate experience, technical expertise, and interdisciplinary capacity, incorporating specialists in various areas related to museum design and related typologies.
  • Professionals whose degrees and professional registrations are duly validated before SENESCYT (for Ecuadorians) or before the competent entity of the country of origin (for foreigners) will be eligible.

The basic team will consist of, at least:

  • Project Director (Architect)
  • Senior Architect 1
  • Senior Architect 2
  • Urban Landscape Specialist
  • Museum Specialist
  • Specialist in structure and civil works
  • Specialist in Eco-efficiency, Sustainability and Energy Resources

The applying team must demonstrate its technical, creative, and execution capabilities, as well as prior experience that supports its suitability, by presenting the enabling documentation established in the Technical Guidelines for Stage 1: Call for Credentials and Portfolios including:

  1. Letter of interest signed by the Project Director (team representative)
  2. Members of the multidisciplinary team
  3. Verifiable general and specific team experience
  4. Team's project portfolio
  5. Previous awards and recognitions

According to the attached guidelines, the following are ineligible to participate: those related by blood, marriage, or partnership to members of the Stage 2 jury; those with an employment relationship or pending litigation with the Ministry of Education, Sports, and Culture; those barred from participating by the Ecuadorian College of Architects (for Ecuadorian citizens); and those who have been involved in studies, consulting, preliminary designs, preparatory work, or the drafting of the technical specifications. Furthermore, no professional may be part of more than one team. Any person previously associated with the project is also ineligible to file subsequent claims.

Alejandro Zaera-Polo (Spain)

Architect

JURY 1

A Spanish architect and one of the most influential figures in contemporary architectural discourse globally, his work combines theoretical research, material experimentation, and large-scale projects, with a particular impact on cultural infrastructure and public facilities. He holds a degree in Architecture from the Higher Technical School of Architecture of Madrid and a Master's degree with honors from the Harvard Graduate School of Design. 

He co-founded Foreign Office Architects (FOA) with Farshid Moussavi, where he developed some of the most influential projects of the late 20th and early 21st centuries. He currently directs AZPML (Alejandro Zaera-Polo & Maider Llaguno Architecture). His practice combines architecture, research, and teaching, with a critical perspective on the relationship between form, technology, the city, and contemporary culture.  

He has held prestigious international academic positions, including Dean of the School of Architecture at Princeton University and Dean of the Berlage Institute, as well as a professorship at the Architectural Association. His work has been widely recognized by institutions such as the RIBA and the Venice Biennale.

Eduardo McIntosh (United Kingdom - Ecuador)

An Ecuadorian architect with a distinguished international reputation, whose practice focuses on the design of large-scale architectural projects, integrating advanced technology, environmental efficiency, and contextual sensitivity. Born in Guayaquil in 1978, his career has been primarily based in the Middle East and Asia, leading teams and complex processes in diverse urban and cultural contexts. 

He is an architect, having graduated from the Catholic University of Santiago de Guayaquil, and holds a Master's degree with honors from Columbia University, studies he pursued thanks to a Fulbright scholarship. His academic background and professional experience have enabled him to integrate architectural design, engineering, and new technologies on a metropolitan scale. 

After collaborating with international firms and directing studios in China, where he led teams of over 200 architects in Guangzhou, he settled in Dubai. He currently serves as Regional Design Director for the Middle East and Africa at Atkins, one of the world's largest engineering and design consultancies. 

His work is characterized by exploring new models of contemporary architecture, combining technological innovation, materials research, and artificial intelligence tools with a critical perspective on the future of cities and building systems. In 2022, he received the Lifetime Achievement Award at the Pan-American Architecture Biennial in Quito, solidifying his position as a leading figure for the new generation of Ecuadorian architects working globally.

Diego Ordóñez Holguín (Ecuador)

An Ecuadorian architect with over twenty years of professional experience in the architectural and urban design of large-scale projects, developed in national and international contexts. His practice integrates architecture, structure, and urban planning, with a special emphasis on complex facilities, educational infrastructure, and institutional projects.

He is an architect, having graduated from the Pontifical Catholic University of Ecuador. In 2009, he moved to London, where he earned a Master's degree in Architecture and Urbanism from the Architectural Association. His research was recognized with the first Holcim Award Europe and the third Holcim Innovation Award worldwide, distinctions that solidified his international profile in the field of architectural and urban innovation.

For several years he served as Senior Architect at Balmond Studio, participating in the design and management of large-scale architectural and urban projects in Asia and Europe, including Cinnamon Life and Yoma Central, characterized by the integration of architecture, advanced engineering and structural thinking.

In 2015, he returned to Ecuador to begin a new phase of his work at Ordóñez Arquitectos, combining professional practice with active academic and cultural involvement. He has lectured, served as a juror in competitions, and developed a significant body of built work, particularly educational facilities and institutional buildings. Since 2015, he has been a professor at the School of Architecture of the Universidad San Francisco de Quito and currently serves as president of the Ecuadorian College of Architects and its provincial branch in Pichincha.

Luis López López (Ecuador)

Architect

An Ecuadorian architect with a distinguished career in the intervention, rehabilitation, and management of cultural facilities and public spaces of high heritage value, particularly in the Historic Center of Quito. His practice conceives of architecture as a cultural infrastructure capable of articulating memory, public use, and city building, positioning the museum, the civic space, and the heritage building as active agents of urban life. 

He is an architect from the Central University of Ecuador, where he taught at the Faculty of Architecture and Urbanism, lecturing on Theory and History of Architecture and Urbanism, Design Workshop, and Thesis Supervision. His training in architectural theory and methodology has guided a critical practice, particularly relevant in intervention processes in historic buildings with cultural uses. 

Between 1988 and 1990, he served as a City Councilor for Quito and President of the Planning Commission, where he participated in defining urban policies related to heritage protection, public space, and cultural facilities in the historic center. In 1991, he developed the Proposal for the Comprehensive Rehabilitation Master Plan for the Historic Areas of Quito, with an emphasis on public and cultural spaces, within the framework of the agreement between the Municipality of Quito and the Spanish Agency for International Cooperation. This document is key to the contemporary understanding of the historic center as an urban and cultural system. 

Since 1990, he has directed the firm López & López Arquitectos, developing heritage rehabilitation, architectural recycling, and building adaptation projects for cultural, educational, and civic uses for over three decades, as well as providing urban consulting services focused on activating public spaces. His work is complemented by extensive academic, editorial, and critical reflection on the city, heritage, and architecture as a cultural phenomenon.

Hernán Crespo Bermejo (Ecuador / Spain)

An Ecuadorian architect based in Spain, with a specialized background in museography, architectural programming, and the management of cultural facilities. His practice unfolds at the intersection of architecture, curatorial content, and public experience, understanding exhibition space as a device for cultural mediation. 

He trained as an architect at the Central University of Ecuador and the Polytechnic University of Catalonia (UPC), complementing his training with studies in architecture and energy, aimed at integrating spatial design, technical criteria and sustainability in intensively used cultural buildings. 

She has developed her professional career primarily within the framework of the La Caixa Foundation, participating in the functional programming, spatial design, and technical coordination of exhibitions in its network of cultural centers, including the CaixaForum venues. Her work articulates curatorial needs with the architectural and operational constraints of each facility, ensuring coherence between the exhibition narrative, the functionality of the space, and the visitor experience. 

His connection to museology is reinforced by his direct relationship with the institutional history of Ecuador: he is the son of the architect and museologist Hernán Crespo Toral (1937–2008), founding director of the Archaeological Museum and the Art Galleries of the Central Bank of Ecuador, direct antecedents of the current National Museum of Ecuador, which gives him a deep knowledge of its institutional processes and collections from their origin.

Delegate of the President of the Republic of Ecuador

An Ecuadorian civil engineer specializing in geotechnical and seismic engineering, whose practice combines scientific research, technical consulting, and infrastructure planning in highly complex contexts. His work addresses infrastructure as a structural and territorial system, integrating criteria of safety, resilience, and urban planning.

He is a civil engineer from the Catholic University of Santiago de Guayaquil, where he graduated as the best in his class in 2011. He holds a Master of Science (M.Sc.), specializing in geotechnical engineering, and a PhD in Civil Engineering from the University of California, Berkeley, consolidating an academic background focused on the analysis of soil behavior and the seismic response of structures.

She has developed an academic career as a professor at the Catholic University of Santiago de Guayaquil and ESPOL, as well as a teaching assistant at the University of California, Berkeley. She has participated in international conferences and has published technical articles in indexed scientific journals.

Professionally, he has worked on consulting projects in Ecuador and New Zealand, participating in foundation design, slope stability studies, seismic hazard analysis, dynamic response, and soil-structure interaction. He founded the company GeoSísmica and served as Technical Manager for the consulting firm NYLIC.

He currently serves as Ecuador's Minister of Infrastructure and Transportation (MIT), where he contributes to the planning and management of strategic projects at the national level. He has participated as a technical advisor in urban infrastructure and transportation projects and was a member of the Local Technical Commission and the team that drafted Guayaquil's seismic regulations. His experience integrates professional practice, applied research, and the development of technical frameworks for structural safety.

Carla Arellano Granizo (Ecuador)

Technical delegate of the Vice President of the Republic of Ecuador

An Ecuadorian architect with over fifteen years of experience in architectural design, public space design, and urban planning related to mobility and transportation. Her professional career has spanned private practice, specialized consulting, and public administration, with a holistic view of the city and its surrounding territory.

She began her professional career in the private sector, working at Londoño Arquitectos in Quito and later at the firm of Isaac Broid Arquitecto in Mexico City, participating in architecture and urban design projects. She then joined the public sector, where she developed an extensive career spanning more than ten years in strategic positions related to urban planning, mobility, and public space, including Public Space Manager for the Quito Metropolitan Public Company for Mobility and Public Works and advisor on mobility and public space to the Mayor of Quito.

At the national level, she held important positions in the transport sector, serving as Executive Deputy Director of the National Transit Agency and as Undersecretary of Land and Rail Transport of the Ministry of Transport and Public Works, coordinating public policies, regulatory frameworks and strategies related to mobility, connectivity and territorial planning.

In addition, she has gained experience in the private sector, working for a construction and real estate company, where she participated in real estate and public space projects from an urban-architectural perspective. Simultaneously, she has worked as a consultant on urban planning and mobility issues, contributing technical expertise to territorial planning, the integration of transportation systems, and the design of functional and sustainable urban spaces, in coordination with public entities and strategic stakeholders.

Mgs. Romina Muñoz Procel (Ecuador)

Vice Minister of Culture

An Ecuadorian researcher, curator, and educator with over 15 years of experience in the fields of visual arts, academic research, and museum and institutional management. She holds a Bachelor's degree in Visual Arts from the Pontifical Catholic University of Ecuador and a Master's degree in Archaeology, a background that has guided her work toward the intersection of artistic practices, historical research, and cultural heritage.

Between 2010 and 2015, she worked as a professor, member of the Academic Committee, and member of the Research Department at the Technological Institute of Arts of Ecuador (ITAE). Subsequently, between 2015 and 2017, she was a professor and Director of Research at the University of the Arts (UArtes), contributing to the consolidation of research lines in arts and culture.

Between 2017 and 2018, she served as Head of the Mariano Aguilera National Arts Prize and was part of the educational team at the Quito Center for Contemporary Art, strengthening her experience in cultural mediation and museum education programs. In 2019, she participated in international artist residencies at the School of Visual Arts (SVA) in New York and at the Camaleón Residency, held in Puerto Rico and Manabí. Her curatorial and research work has focused on modern art and contemporary artistic practices, with a special emphasis on historical research on women artists from the early 20th century, culminating in exhibitions presented at the Guayaquil Museum of Contemporary Art (MAAC) and the Museo Nacional del Ecuador.

Between 2021 and 2023 she served as Executive Director of Museo Nacional del EcuadorFrom there, he led strategic processes of research, curatorship, collection management and institutional strengthening, aimed at positioning the museum as the central axis of the national museum system and expanding its public and territorial projection.

She was later appointed Minister of Culture and Heritage, a position in which she led strategic initiatives to strengthen the national museum system, foster inter-institutional collaboration among state cultural entities, and formulate public policies aimed at protecting, researching, and disseminating the country's cultural and artistic heritage. She currently serves as Vice Minister of Culture, where she promotes the continuity and expansion of these policies, integrating her experience in research, curatorship, and museum management into the strategic leadership of the cultural sector at the national level.

Carlos Eduardo Montalvo Puente (Ecuador)

Director of Museo Nacional del Ecuador

Ecuadorian archaeologist with doctoral training and experience in research, collections management, and museum practice. He holds a PhD in Archaeology from the University of Rome “La Sapienza” (Italy), with a career focused on the study, management, and evaluation of archaeological heritage.

His experience in the museum field began at the Casa del Alabado Pre-Columbian Art Museum, where he worked until 2025 as curator, researcher and head of the collection, participating in research, conservation and management processes of cultural assets.

He has collaborated as a consultant in cataloging and inventory projects for heritage collections, notably his participation in the Metropolitan Cultural Center during the years 2022 and 2023.

In the field of archaeological research, he has worked on projects developed in Ecuador, such as the Las Orquídeas Archaeological Project and the Machalilla Research Project (DAI–PUCE), as well as in Italy, as part of the Celti d'Italia Group, specializing in the study of Celtic materials from the Ornavasso necropolis.

He currently serves as Director of Museo Nacional del Ecuador, contributing to the articulation between research, heritage management and public projection of the institution.

The application must be sent by email to convocatoria@museonacional.gob.ec The supporting documentation must be uploaded to a single link to a digital cloud (Google Drive, OneDrive, Dropbox, etc.) with open read access.

The documentation may be submitted in Spanish or English.

The Stage 1 Evaluation Committee will be published on Tuesday, January 20, 2026. The names of the Stage 2 Jury members will be officially announced on Saturday, January 31, 2026. This information will be available on the official call for proposals website.

Both the Stage 1 Evaluation Committee and the Stage 2 Jury include technical experts with the necessary experience to evaluate a project of this scale, ensuring a professional assessment. Furthermore, institutional participation guarantees that the preliminary project proposals meet the requirements outlined in the call for proposals.

In accordance with the competition rules, the role of “Museum Designer/Specialist” can be assumed by an architect, designer, set designer or related professional, provided that they demonstrate verifiable experience in museum design of more than ten (10) years.

Specific proven experience in the design of exhibitions on different themes will be especially valued, particularly in museographic projects related to archaeology, art and science.

"Public buildings" are considered to be those buildings of public or private ownership, whose program and operation are intended for the access, use or service of the community or the general public.

The additional value given to the participation of teams with local experience in projects built or under construction in the country will be defined by the Evaluation Committee. 

This assessment recognizes the importance of situated knowledge and understanding of Ecuador's territorial, cultural, and urban context, encouraging the integration of teams with experience in the country and promoting collaboration between international practices and local knowledge.

No. To demonstrate technical experience, projects must be completed or under construction to ensure that teams demonstrate experience in the comprehensive delivery of a project at all stages. 

The call is open, national and international, which enables the participation of foreign and local offices on equal terms. 

For Stage 1, a simple copy of your professional registration from your country is sufficient. No legal formalization, domicile, or prior establishment in Ecuador is required to participate in this phase.

Any legal formalization or representation requirements in the country will be defined only in later stages. If you are selected as the winner of Stage 2, the financial recognition will be made upon full delivery of the preliminary project, in accordance with applicable Ecuadorian regulations.

For the academic accreditation of foreign specialists, the documentation issued by the competent entity of the country of origin will be recognized.

At Table 1. Team Members In Annex 2, the last column on the right should be used to clearly specify which office or company of the consortium each of the technical professionals presented belongs to.

At Table 2. Team Experience and TTable 3. Team Awards and Recognition In Annex 2, each row corresponds to an individual project or recognition. In the case of consortia, projects may be accredited by any of the firms comprising the team, provided that the authorship or co-authorship is clearly identified and the corresponding verification documentation is attached.

A maximum of 7 projects will be evaluated for the General Experience and 7 projects for the Specific Experience, according to Annex 2, Tables 2.1 and 2.2.

In the case of Awards and Recognitions, a maximum of 7 awards will be evaluated for the “First Prize” category and 4 awards for the “Second, third prize and mentions” category, according to Annex 2, Table 3.

The formats in Annex 2 must be respected. All documentation must be included in the ZIP file and in a downloadable link. 

The internal documents of the compressed file must be submitted in digital PDF format, the graphic sheet of each work or project submitted in DIN A3 format, with a maximum of one sheet per project.

From the ZIP file, an MD5 Hash code must be generated using any standard tool.

The MD5 hash code must be included in the body of the email, along with the file download link.

Yes. The project has been designated a priority strategic public investment and has funds allocated by the National Government to ensure the complete execution of the work until December 2029.

In the Call for Proposals for the Architectural Preliminary Design of the new building of Museo Nacional del EcuadorThe scope of the first two stages corresponds exclusively to the development of the preliminary architectural design.
The development of the final project and construction will take place in a later phase through a public procurement process.
In this process, the contracting entity will ensure that the author of the selected design participates as responsible for maintaining respect for the integrity of the architectural design of the work.

The applicable tax treatment, including income tax withholdings, taxes associated with transfers abroad and any other applicable tax or foreign exchange outflow charges, will be applied according to the legal nature, tax domicile and particular situation of the winning team.

If the winning firm is domiciled in a country with which Ecuador has a double taxation agreement in force, the application of said agreement will be considered, in accordance with the requirements and conditions provided therein.

There is no predetermined maximum number. All teams that meet the minimum solvency, experience, and technical criteria established in the Stage 1 Technical Specifications will be selected to participate in Stage 2.

The files must be submitted in digital PDF format, the graphic sheet of each work or project submitted in DIN A3 format, with a maximum of one sheet per project.

All documentation must be compressed into a single ZIP file which will be uploaded to a cloud storage platform (such as Google Drive, OneDrive, Dropbox or similar).

From the ZIP file, an MD5 Hash code must be generated using any standard tool.

The MD5 hash code must be included in the body of the email, along with the file download link.

It is recommended that each file/document have an optimized size to facilitate downloading and viewing.

Digital signatures or scanned physical signatures are accepted on all required documents.

The Letter of Interest must be signed only by the Project Director, who acts as the team's official representative to the competition organizers.

Since this is a national and international call for applications, documentation may be submitted in Spanish or English, as specified in the guidelines. Please ensure consistency in the language selection across all attachments.

In the case of original documents issued in a language other than Spanish or English, a simple translation into Spanish or English must be attached for verification and evaluation purposes.

Detailed technical information: soil studies, area programs, reference plans, schedules, reference budget for the work, technical requirements and conditions of the  Museo Nacional del EcuadorThe collections and all the technical information necessary for the development of the preliminary architectural designs will be published on the official website of the call and made available to the selected teams prior to the start of Stage 2. 

The required deliverables will be detailed in the Technical Specifications for Stage 2, which will be published from March 13, 2026.

The building will have a reference area of ​​25.000m2. The reference cost of the construction of the project will be communicated in the technical specifications of Stage 2 of the call for proposals.

Professionals with blood ties, affinity or business relationships with members of the jury or the evaluation committee cannot participate, in accordance with the prohibitions detailed in the rules.

The visits are optional and will be coordinated through official channels during Stage 2 of the call for applications with the teams previously selected in Stage 1.

During Stage 2 of the competition, the proposals will be handled under strict anonymity, in accordance with the rules, in order to guarantee an objective and impartial evaluation process.

Once the call for proposals has concluded, a public exhibition of the evaluated proposals will be organized. Additionally, several strategies will be implemented to disseminate the submitted design proposals and publicize the work of the participating teams.

No. The call does not include the granting of an initial stipend for participation in Stage 1, nor for the preparation of proposals in Stage 2.

The financial award will be given only to the winning team of Stage 2. The jury may also award honorable mentions to projects it deems worthy, without this implying any financial compensation.

The scope of the first two stages of the competition corresponds exclusively to the development of the preliminary architectural design.

No. The intellectual authorship of the preliminary project belongs at all times to its author(s), in accordance with the copyright regime established in the Organic Code of the Social Economy of Knowledge, Creativity and Innovation (Ingenios Code).

Moral rights, which include the right to recognition of authorship and respect for the integrity of the work, are inalienable, non-waivable, and imprescriptible. Consequently, the preliminary design may not be substantially modified, reused, or transferred for its technical development or implementation without the participation of the author of the selected design.

The proprietary rights will be subject to an express and limited assignment, exclusively for the purposes of development, construction, use and institutional dissemination of the Museo Nacional del Ecuador, under the terms established in current regulations and in the corresponding contractual instruments, without affecting the authorship or integrity of the work.

The Project Director acts as the team's official representative to the call for proposals. They are responsible for signing the Letter of Interest and for administrative and technical coordination throughout the process.

This designation does not prevent the project from being developed under internal schemes of co-direction or co-authorship among the team members, provided that a single point of formal representation is maintained in accordance with the rules.

In the event that the winning team is made up exclusively of international firms and does not have legal representation in Ecuador, a specific agreement will be signed regulating the form of payment of the economic recognition for the design of the complete preliminary project.

The payment mechanisms will be defined by mutual agreement between the parties and will be executed in accordance with current Ecuadorian regulations, including applicable tax provisions and agreements to avoid double taxation, where appropriate.

No. The terms and conditions do not require the formation of a consortium or the mandatory participation of a local firm.

Teams may consist of individuals or legal entities, whether national or foreign, and may include more than one firm within the same team. The form of association is solely at the discretion of the parties.

The preparation of the final project and the construction phase will be carried out at a later stage through a public procurement process, ensuring that the author of the selected design participates as responsible for maintaining respect for the integrity of the architectural design of the work. 

The investment project contemplates that the contracting of the construction of Museo Nacional del Ecuador It is carried out under the Engineering, Procurement and Construction (EPC) modality.

The same professional can assume more than one role within the core team (for example, Project Director and Senior Architect), provided that they fully meet the qualification and experience requirements for each of the positions.

Regarding the minimum experience required by the team, there is no express restriction preventing the same project from being presented more than once within the portfolio, provided that the minimum number of works required is met and that the authorship or co-authorship and the role effectively performed by each professional in said project are clearly identified.

However, it is recommended that the projects presented be different, in order to demonstrate a broader and more diverse professional trajectory, as well as a greater problem-solving capacity in accordance with the complexity and scale of the commission.

The equipment described in the technical specifications is the minimum required; it will be verified that the technical team fully complies with the established minimum requirements, including the mandatory composition of the core team, the professional suitability and the qualification of each member.

Additionally, teams may include other professionals they deem relevant for the comprehensive development of the proposal. The inclusion of additional professionals does not replace or modify the minimum requirements for the core team. The evaluation will only be based on compliance with the minimum team requirements. 

The organization is fully aware of the investment of time, resources, and professional expertise required to participate in a competition of this magnitude, for both national and international teams. Therefore, the competition has been structured according to principles of transparency, institutional integrity, and public accountability.

The support of the National Government of Ecuador, the budget allocation planned for the project and the technical support of the College of Architects of Ecuador – Province of Pichincha (CAE-P) constitute clear guarantees that this process has been conceived to materialize in the short and medium term, in accordance with the administrative and contractual procedures of the Ecuadorian State.

The project of the new Museo Nacional del Ecuador It has been designated a priority project for public investment by the Ecuadorian State, guaranteeing its inclusion in official planning and its financing with resources allocated by the National Government. This designation establishes an execution timeframe until December 2029.

The call for applications is open to all, both nationally and internationally, allowing foreign and local offices to participate on equal terms. The guidelines permit teams to be composed of individuals or legal entities, whether national or international, and allow for the participation of more than one firm within a single team, thus facilitating partnerships between international firms and local offices.

The financial award covers the development of the complete preliminary architectural design, which will be updated based on the jury's feedback. This process will include a coordination phase with the client to make the necessary adjustments for this stage of the design.

To verify the experience and authorship of the projects presented, certificates issued by the owner or promoter of the project, as well as architectural planning or design contracts, are accepted as valid supporting documentation.

In all cases, the documents must clearly identify the status of author or co-author of the project, the effective participation of the professional or firm, and the role played within the team responsible for the design.

Additionally, specialized publications, catalogs, official websites, institutional links or other verifiable sources may be submitted to corroborate authorship and participation in the submitted projects, in accordance with the formats and requirements established in the rules and in the corresponding Annexes.

Construction of the building of Museo Nacional del Ecuador
represents an unprecedented milestone in the country's cultural policy and in the management of national cultural heritage.

The National Government of Ecuador, through the Ministry of Education, Sports and Culture, with the technical advice of the College of Architects of Ecuador (CAE-P), invites you to participate in the Call for proposals for the Architectural Preliminary Design of the new building of Museo Nacional del Ecuador. 

This museum houses the most extensive and diverse collection in the country, with more than 1.2 million cultural and heritage assets that span 12.000 years of history and narrate the processes, identities and memories that have shaped Ecuador. 

The goal is to consolidate Museo Nacional del Ecuador as a cultural platform of national and regional scope as a benchmark for Quito, the first UNESCO World Heritage city, through the construction of a new building that marks a milestone in the country's cultural policy and strengthens the research, conservation and dissemination of heritage as a legacy for future generations.

Located in the La Pradera Urban Development Unit, the museum will be integrated into a strategic urban hub with high connectivity and visitor traffic, consolidating itself as a cultural landmark for Ecuador.

The preliminary design must propose a modern infrastructure that integrates permanent and temporary exhibition halls, conservation areas and reserves, research facilities, educational spaces, a library, a film archive, auditoriums, public areas, and complementary services, all articulated with a landscape and urban plan that responds to the site's location facing La Carolina Park. This plan will include a pedestrian boulevard that will cross the site to improve mobility in the area and strengthen the connection with the surrounding public space.
